# Iraq Just Changed Who Audits Your Government Contract

**Iraq just changed who audits your government contract. Most contractors have not noticed.**

Three things happened in Baghdad in August that only make sense read together.

On 6 August the Council of Ministers abolished Diwani Order 54 of 2026 and wound up the committee formed under it. Prior audit of government contracts now sits with the Federal Board of Supreme Audit, exercised through its regulatory units inside ministries, unattached entities and governorates.

Earlier, the Prime Minister told the Council that the government adopts competition among private sector companies “away from exceptions,” and that where an exception is used, the contracting ministry bears responsibility for it.

On 29 August he visited the Commission of Integrity, which told him its field teams have already completed contract audits at eight ministries, with the rest in progress, under a national strategy running to 2030.

Separately, none of this is dramatic. Together it is a single move: contract review in Iraq is shifting from after the money is spent to before the award is made, and it now has a permanent institutional owner.

## What that means if you hold or are bidding on an Iraqi government contract

1. **Your audit counterparty has changed.** The reviewer is a Federal Board of Supreme Audit unit sitting inside your contracting ministry, not an ad hoc committee you can wait out.
2. **Exception-based awards now have a named owner.** If your contract was awarded outside competitive tender, the ministry is on record as responsible for that choice. Assume the file gets pulled.
3. **The audits are running, not planned.** Eight ministries are already done.
4. **Prior audit is prior.** It sits ahead of award, so it lengthens the front of your timetable, not the back. Bid schedules built on the old sequence will slip.

## One caveat worth stating

The transfer was made by Cabinet decision, not by statute, and no implementing instruction has been published. Contracts reviewed by the abolished committee before 6 August sit in an unsettled position, and that is the question to ask before you rely on a clearance issued under the old mechanism.
